The government wants to accelerate housing construction, it states in the coalition program released today. Conceptual and industrial construction, including modular construction, are construction methods that allow for faster, more affordable and sustainable construction and development. So the government is going to encourage this, and it even wants half of the homes to be built industrially by 2030.
Faster procedures
Incidentally, the acceleration must first come from shortening the time between planning and actual construction. This must be achieved through faster processes and procedures, for which parallel planning is the new norm. In area developments and projects in which the government is involved, lead times must be the main driver.
Furthermore, digitization in the construction chain can provide acceleration. One way to achieve this is through the broad application of the Digital System for the Built Environment (DSGO). The cabinet also sees a key role for agriculture, as a grower of bio-based raw materials for application in the construction sector.
